The Bulgarian Defence Industry Association – acad. Stefan Vodenicharov is the main representative in Bulgaria of the interests of the Bulgarian Defense Technological Industrial Base. Members of the Association are 18 manufacturers of defense-related products (DSS) and dual-use items (DTT). Our members produce and realize on the national and international markets more than 90% of the defense production produced in the country (in value terms, only for DSS – over 1 096 878 248, 1 euro, which represents 90% from 1 218 753 609 euro for 2017 – see below). More than 30,000 workers work in our companies, which together with partners and subcontractors represent over 70,000 workers forming the basis of the socio-economic structure of the defense industry. Our member is the largest employer in the country – ARSENAL JSC, Kazanlak.
We are the only one official representatives of the Republic of Bulgaria in the AeroSpace and Defence Industries Association of Europe (with 843, 400 workers and 220 bln. Euro for 2017 г.).
In this document, we present official data from the Ministry of Economy for export, import, transfer, transit, transport of DSS and export and transfer from the territory of Bulgaria of DTT. Among other things, in an objective way, it is disputed that society’s belief is that our defense industry is mainly selling its products to the African continent markets. If detailed data is available, it will be found that the majority of our production was realized in 2017 in the US and India (extremely competitive markets, proving the high quality of the goods and services we provide). Much of our realizations have been done in a number of European Union member states such as: Belgium, Germany, Switzerland, etc.
Export, import, transfer, transit, transport of DSS
In 2017 the Interministerial Commission issued a total of 1 096 permits. Data on the number of authorized exports, imports and transfer of DSS are based on the number of authorized DSS positions, depending on their category according to the List of DSSs.
For the purpose of presenting the actual activities with the DSS, no information on authorizations / certificates in cases of temporary and re-export / transfer for repairs, demonstrations, etc., as well as temporary and re-import / transfer for the same purposes.
Export and transfer of DSS from the territory of the Republic of Bulgaria
The Interdepartmental Commission has issued 640 permissions / certificates for the export and transfer of DSS from the territory of the Republic of Bulgaria. The total value of the permits issued is EUR 1 389 199 342, with most of the exports being made to Saudi Arabia, Iraq, the USA, India and Algeria.
In 2017 there was realized export and transfer of DSS from the territory of the Republic of Bulgaria to DSS for a total value of EUR 1 218 753 609. Export items are mainly products of categories ML4, ML3, ML1, ML2 and ML13 of the List of DSS.
Import and transfer of DSS for the territory of the Republic of Bulgaria
In 2017, 377 import / transfer certificates for the territory of the country were issued, with the largest number of permits / certificates issued for import and transfer for the territory of the country from Serbia, Belarus and Romania. The total value of the permits / certificates issued for import and transfer of DSS for the territory of the Republic of Bulgaria is 393 277 386 euro.
The total value of the imported imports and transfers for the territory of the country is EUR 246 536 113, with most of the imports and transfers being made from Poland, Serbia and Romania. The bulk of the imported articles are of category ML1, followed by ML3, ML2 and ML4.

Export and transfer from the territory of the Republic of Bulgaria to DTT
In 2017 there was an export and transfer of DTT to a total value of EUR 15 072 616. This value includes exports and DTT export licenses issued since 2016.
In 2017, 24 individual export permits were issued for a total amount of EUR 22 991 659. Of these, 5 export permits were issued for the purpose of repair and 3 permits were issued for the construction of a drilling in the economic zone of Bulgaria in the Black Sea – they do not account for realized value. There are no 3 export permits for exports. The total export value of individual export permits in 2017 is EUR 14 123 657. Conversion value includes four export permits for products other than those listed in Annex I to Regulation (EC) No 428/2009 (authorizations granted under the “comprehensive clause”).
The total value of the exports in 2017 is EUR 14 123 657.
In 2017, an individual transfer authorization totaling € 1 100 000 was issued. The value of the transfer of ITDU in 2017 is EUR 948 959.
For the same period, no transfer declarations were made for the territory of the Republic of Bulgaria from the territory of another Member State of DTT, which are included in category 0 of Annex I to Regulation (EC) No 428/2009.
In 2017, 51 import certificates worth EUR 382 980 122.00 were issued. The total value of the imported imports is EUR 222 790 455.00 (including 9 import certificates issued in 2016).
